Senator Rieger moved that CS FOR HOUSE BILL NO. 69(FIN) am S be returned to second reading for the purpose of adopting the Rules Senate Committee Substitute. Senator Duncan objected, then withdrew his objection. There being no further objections, the bill was returned to second reading. Senator Rieger moved and asked unanimous consent for the adoption of the Rules Senate Committee Substitute offered on page 3056. Without objection, SENATE CS FOR CS FOR HOUSE BILL NO. 69(RLS) was adopted. SENATE CS FOR CS FOR HOUSE BILL NO. 69(RLS) was automatically in third reading. Senator Phillips moved that SENATE CS FOR CS FOR HOUSE BILL NO. 69(RLS) be returned to second reading for the purpose of a specific amendment, that being Amendment No. 2. Senator Adams objected, then withdrew his objection. There being no further objections, the bill was returned to second reading. 1994-03-03 Senate Journal Page 3058 HB 69 Senator Phillips offered Amendment No. 2 : Page 1, line 8, following "safety;": Insert a new paragraph to read: "(4) public disclosure of this information must be balanced with the need for protection of minor victims of sexual offenses;" Renumber the following paragraph accordingly. Page 4, line 15: Delete "as" Insert new material to read: "when (1) it has been determined under regulations adopted by the Department of Public Safety that the disclosure of the information will not unreasonably compromise the privacy of a minor who is not a sex offender; in adopting the regulations the department shall consult with the Council on Domestic Violence and Sexual Assault; and (2) the information disclosed is limited" Senator Phillips moved for the adoption of Amendment No. 2. The question being: "Shall Amendment No. 2 be adopted?" Senator Salo moved that SENATE CS FOR CS FOR HOUSE BILL NO. 69(RLS) am S be returned to second reading for the purpose of a specific amendment, that being Amendment No. 3. Without objection, the bill was returned to second reading. Senator Salo offered Amendment No. 3 : Page 3, line 22: Add a new section: "(3) May be waived in the case of a single offense where there is a limited expectation of recidivism. This waiver procedure shall be handled by the department subject to regulations and procedures established by the department." Senator Salo moved for the adoption of Amendment No. 3. Objections were heard. Senator Salo moved and asked unanimous consent that Amendment No. 3 be amended as follows: After the last "department" in Amendment No. 3, add: "; in adopting the regulations the department shall consult with the Council on Domestic Violence and Sexual Assault" Without objection, it was so ordered.
